LDC IV Outcome Document Finalized

New York: After lot of negotiations and dialogues for last four months, finally  ‘Outcome Document for LDC IV’ just concluded.  Permanent Representative of Bangladesh to the UN, Ambassador A K A Momen informed the mission in an email from Istanbul that all accepted the outcome document as it is done on ‘consensus’.  Now all parties agreed to it.  It is an improvement over BPoA.   All the groups, Developments Partners, LDCs and even Emerging ones have responsibilities to achieve the targets. 
It should be noted that except two issues, LDCs resolved all other issues in New York. These are (1) Official Development Assistance (ODA) and (2) Trade Issues.  
 LDCs demanded to increase ODA to at least 0.3 per cent by 2020.  Development Partners refused and stated they would try to meet their commitments of 0.2 by 2015 (in NY, many of them were agreeable to offer LDCs at least 0.25) and after 2015, they would review to enhance it.  
 Now delegates are finalizing the LDC Declaration, a political statement that is not binding.  Turkey announced to provide $200 million each years for next 10 years to LDCs as ‘grant’ and they will also provide 1,000 scholarships to LDCs in medicine, engineering and other technical fields.  Press Release
