ECOSOC adopts Ministerial Declaration and a panelist highlights Bangladesh Miracle

New York:The Bangladesh delegation  led by the Education Minister Nurul Islam Nahid MP took an active part during the concluding session of the High Level Segment  of Economic and Social Council (ECOSOC) on July 8th in Geneva which adopted the Ministerial Declaration.After adopting the Ministerial Declaration (attached)  in which the Ministers and Heads of Delegations participating in the segment reaffirmed the need for Governments to take the lead in education, while emphasizing the significant progress that could be made through strong partnerships and called on the international community, including the United Nations system, especially the United Nations Educational, Scientific and Cultural Organization(UNESCO), to strengthen the coordination and implementation of existing policies, programmes and follow-up mechanisms or Education for All by strengthening regional and international partnerships and cooperation. While taking part in the interactive session, Education Minister highlighted the achievements as well as the challenges of the education  sector in Bangladesh. He underlined that it is important to sustain the progress that has been made while continue to pursue other important objectives. He called upon the development partners to deliver on the commitment they made for necessary resources and also highlighted that international co-operation is very important not only to sustain the progress but also to share lessons across the developing countries especially though south-south cooperation.
In the Ministerial Declaration, the Ministers and Heads of Delegations who participated in the High-Level Segment reaffirmed their commitment to the achievement of the Millennium Development Goals (MDGs) and other internationally agreed development goals, particularly those related to education, including the Education for All goals. They also reaffirmed their commitment to realizing the right of everyone to education. They called for a people-centred, holistic approach to the development of educational systems and for prioritizing education in the design and implementation of national development strategies, recognizing the interlinkages between education and the advancement of all the other MDGs.
The Ministers and Heads of Delegations also expressed concern over persistently high levels of youth employment worldwide and recognized the need to design education and training programmes that improved employability and individual capacities through skills development. Theyexpressed the need to overcome the urban-rural gap and to improve access to quality education for the rural population. They expressed grave concern that a large number of the world’s out-of-school children lived in States affected by armed conflict and natural disasters and called for scaled-up efforts at the national and international levels to increase access to education in a safe and secure environment for children and teachers living in armed conflict and post-conflict settings, as well as those affected by natural disasters.
Education Minister and the Bangladesh Delegation attended the ECOSOC dialogue with the five Regional Commissions where the Executive Secretaries of all Commissions including UN-ESCAP briefed the delegates on the role of their respective organization under the theme of Regional Commissions as catalyst for Development”. While taking part during the interactive discussion, the Education Minister and leader of the Bangladesh  delegation appreciated ESCAP for its positive role in the region and also referred to its partnership with national governments in managing multiple crises like global economic meltdown, food crisis, energy crisis and the adverse impacts of climate change.   He then also outlined a few areas where Regional Commissions like ESCAP can plan an important role. There areas are—(a) in the implementation and follow-up of the current  Ministerial declaration that has been adopted in high level segment of ECOSOC  (July 4-8, 2011);  (b) in the implementation and follow-up in partnership with the governments and sub-regional bodies like SAARC and ASEAN of the Istanbul Programme of Action (IPOA) adopted in LDC IV conference held in Istanbul, Turkey from May 9-13, 2011 and (c)  in the national level preparation for RIO+20 the most important development conference to be held in June 2012 in Brazil.
